2023 VIOLENCE PREVENTION INDEX REPORT

Community Justice's second annual Violence Prevention Index (VPI) and scorecard is the only national analysis of municipalities’ programs, services, and policies designed to reduce gun and other forms of violence. The 2023 VPI scorecard assesses for the first time 100 U.S. cities with the highest incidence of gun violence in 2021 and 2022 based on 35 criteria spanning three categories: Intervention and Risk Factor Reduction, Addressing the Root Causes of Violence, and Local Offices of Violence Prevention.

The VPI evaluates the structural framework and resources each rated municipality has established for community violence prevention readiness. This measure is an important assessment of the policies and protocols needed to effectively reduce gun violence in Black and brown communities over time.

2023 REPORT

For decades, courageous survivors and advocates have led highly impactful efforts to interrupt cycles of violence and save countless lives in their communities with little or no support or funding from their governments. This lack of support must end. We hope that this annual report makes clear how much work we have left to do to get us there, and that it inspires you to fight for these lifesaving programs and policies in your community.
